Putting people first: Metro’s fiscal year 2027 Adopted Budget now available

Metro’s values are centered on the people who rely on the system every day. Hence, Metro has officially released its FY27 Adopted Budget with a focus on delivering a transit experience that is safer, cleaner, more reliable, and easier to use. The newly published budget puts riders first through targeted investments across the entire network. 

Metro is reinventing the way it operates, including its expectations for safety, accountability, and accessibility. Costs of construction and operations are rising nationwide in an environment with fewer resources at the local, state, and federal level. In moments like these, tough choices need to be made. To ensure Metro gets the best possible outcomes for Los Angeles County, it is leaning into its core values. 

Preserving Core Service Amid Fiscal Challenges

Going into this budget cycle, Metro faced a large structural budget deficit driven primarily by construction cost increases and the need to devote more resources to maintain safe, reliable service on its growing rail system. Additionally, several key state and federal grant programs that are relied upon for capital and operating expenditures experienced funding reductions. 

While closing this budget gap was challenging, thanks to focusing on cost efficiency and operational optimization, the FY27 budget is balanced and preserves the core service that millions of Angelenos depend on. 

While several transportation authorities across the country have been forced to implement service reductions, Metro is honoring its commitment to LA County. In FY27, 7.13 million revenue service hours (RSH) on bus and 1.45 million RSH on rail will be maintained, fully integrating expanded service for the new stations on the A and D Lines. 

Advancing Safety Gains: Launching Sworn Officers for Metro DPS 

Metro is reinventing public safety delivery on transit through our new Department of Public Safety (DPS). In FY27, Metro DPS takes a major step forward: hiring its first sworn officers for the dedicated LA Metro Police Department. 

The comprehensive safety strategy is already producing measurable results: violent and societal crimes have decreased for two consecutive years, and customer feedback reflects rising confidence. In FY27, Metro DPS will work to integrate modern transit policing, physical security, crisis intervention, fare compliance, emergency management, and community-centered engagement into a single, coordinated public safety ecosystem combining enforcement with a care-based approach. 

Investing in Station Experience and Cleanliness 

More than 13,000 people work for Metro, forming the backbone of the agency and LA County’s regional economy. Customer satisfaction rose to 87% in 2026 — higher than it has been in years — but Metro can do better. 

The FY27 budget invests: 

• $308.7 Million for system cleanliness — a 1.2% increase over FY26 

• $29.6 Million for Station Experience improvements, lighting upgrades, opening accessible restrooms, and modernizing elevators and escalators 

LA’s Transit Revolution Reaches New Destinations

No other transit agency in America has expanded at the pace and scale of Metro over the past 40 years. Thanks to LA County voters’ dedication through Measures R and M, the FY27 budget continues delivering on our transit revolution: 

• D Line Extension: Sections 2 and 3 will either reach substantial completion or enter pre-revenue testing by the end of FY27. 

• G Line Improvements: Major enhancements to one of the most successful Bus Rapid Transit (BRT) lines in America. 

• Under Construction: Continued steady progress on the East San Fernando Valley Light Rail Project, North Hollywood to Pasadena BRT, and Vermont BRT. 

Getting Ready for a Gold Medal Experience (2028 Games and Beyond) 

When LA hosted the 1984 Olympics, Metro did not have a rail system. Today, it operates one of the largest and busiest rail networks in the nation, positioned to help facilitate up to 15 million visitors during the 2028 Olympic and Paralympic Games.
