Metro launched its “Off Limits” campaign last spring in an effort to reduce sexual harassment on buses and trains. The campaign was a direct response to riders identifying this as an issue in Metro’s customer surveys.

Minor quibble about the title: If you use a hyphen to prefix a two word phrase, it looks like the prefix only applies to the first word, e.g.
anti-sexual harassment
An en dash provides a little more space between the prefix and the phrase, making it more obvious that you’re negating the phrase and not just the first word.
