I think the movie scene with the cars in the 7th St Metro Center was actually from The Italian Job. He got the year right, though.

The JR Yamanote Line in in Tokyo can run 12 car length train sets within a minute apart so having a longer train length will hinder more frequency is not a valid excuse.
It is a valid excuse if you only have so many train cars to go around at the moment. More are on order, as we’ve explained in the past.
