Alas, Mel the Metro ExpressLanes Van will NOT be making a special guest appearance today at the downtown Farmer’s Market at L.A. City Hall. (A power outage has derailed her plans.) But human ExpressLanes reps will be there on schedule — from 11 a.m. to 1:30 p.m. — to answer questions and create transponder accounts for those who think they will be using the HOT lanes.
